Article 607 FEI Regulations for Equestrian Events at the Olympic Games, 22nd Edition, Effective for the 2008 Beijing Olympic Games (Hong Kong):

NFs qualified to take part at the Olympic Games must send a Certificate of Capability for all riders and horses nominated to FEI no latter than 30 June 2008 midnight (Swiss time). The Certificate of Capability must include a Record of the results obtained in competitions satisfying the requirements as laid down in the rules of the appropriate discipline confirming that the competitors and the horses have the necessary experience and ability to participate at the required standard.
